These are small skullcaps (Scutellaria indica L. var. parvifolia (Makino) Makino). I saw them today first at 9 a.m. and at that time, they were pink, like in the 2nd and 4th photos, but when I was passing by them again at 2 p.m., something surprised me. They'd turned purple like in the 1st and 3rd photos. I don't know if this color change results from the actual change of the flower color or the change of how they look due to sunlight. Anyway, it surprised me, so I've posted these pictures for comparison.
I've found small skullcaps in only one place in my neighborhood this year and four years ago, too. Small skullcaps may require various conditions to grow. Their color and unique shape is so pretty, which always reminds me of Hattifatteners!
