Japanese Cornel (Cornus Officinalis) 山茱萸（サンシュユ）

These are flowers of the Japanese cornel (Cornus officinalis). Many trees grow (i.e., are planted) in my neighborhood, but when it comes to Japanese cornel, I've been able to find only this tree so far.   

In Japan, the tree is called "golden flower in spring" after these tiny yellow flowers!

山茱萸（サンシュユ）です。近所にはたくさんの木が植えられているのですが、山茱萸だけはなぜかこれ1本だけしか見当たりません。春に黄色の花を付けることから「春黄金花（ハルコガネバナ）」とも呼ばれています。
