This is a golden rain tree (Koelreuteria paniculata) in the Imperial Palace East Garden. You can find the tree beautiful from a distance as it has many small yellow flowers, but when approaching it, you would be surprised to see the beautiful contrast between the yellow petals and the bright orange center (2nd and 3rd photos)!
A golden tree produces male and hermaphroditic flowers. These flowers are male.

皇居東御苑の木患子（モクゲンジ）です。黄色の花の木だな～と思って近づいたらびっくり！黄色の花びらと中心の鮮やかなオレンジのコントラストがとってもきれい！
モクゲンジには雄花を付ける木と両性花を付ける木がありますが、これは雄花のようです。
