This is a smoke tree (Cotinus coggygria). The tree is native to southern Europe, east across central Asia, and the Himalayas to northern China, producing cream flowers from June to July and after their falling, creating "smoke appearance" by elongating its hairy pedicels and peduncles (flower stalks). The tree's autumn leaves are also gorgeous according to the internet.

ハグマノキ（白熊の木）または煙の木です。南ヨーロッパからヒマラヤ山脈、中国北部が原産です。6月から7月にクリーム色の花を付け、花が落ちた後は花柄が伸び、花序全体が煙のように見えるので煙の木と呼ばれます。ハグマノキの名の由来は白熊の尾に似ているからだそうです。
