These are flowers of Cymbalaria muralis or more commonly ivy-leaved toadflax or Kenilworth ivy. They're usually pale purple, but occasionally white like these.

白花蔦葉海蘭（シロバナツタバウンラン）です。普通は薄紫なんですが時々このように白い花を咲かせるようです。
