These are flowers of the Korean spindle tree (Euonymus oxyphyllus) in the Imperial Palace East Garden. The flower is so small, i.e., 1 cm in diameter. The plant produces red fruits with orange arils in them in autumn. I'll definitely go to the park again in autumn to see the fruits!
The plant's Japanese name is "hanging flower." You can easily see why😊!

皇居東御苑の吊花（ツリバナ）です。檀（マユミ）同様ニシキギ科です。
吊花は Korean Spindle (euonymus oxyphyllus)
檀は Hamilton's spindletree (euonymus hamiltonianus)
