All Roads Lead to Traffic Safety: Why the Hook Turn Matters in Japan 二段階右折は大切

The traffic rules in Japan can be quite complicated for cyclists, especially the hook turn for those coming from countries without the rule. To understand key rules for cyclists in Japan and why the hook turn matters, I went to a local police box (Koban). Two officers on duty gave me the following information:

• In Japan, cyclists must generally ride on the left side of the road.
• Because of this, when turning right at certain intersections, cyclists are required to make a hook turn. This means they must first cross straight ahead (without entering the right-turn lane), stop to face their new direction, and then proceed when the light changes.
• Cyclists are required to make a hook turn in the following cases:
• At intersections where the road has at least three lanes in each direction.
• At intersections where a 'Hook Turn by Motorized Bicycle' sign is present.
• The purpose of the hook turn is to separate bicycles from faster car traffic since their speeds differ significantly.
• Ultimately, this separation is designed to ensure overall traffic safety.

The officers also said that because hook turns are only required in some countries, cyclists from abroad may find it difficult to understand the maneuver's effectiveness.

As I'm not a traffic expert, I cannot say whether the hook turn is the most effective way to ensure traffic safety, but the idea of separating bicycles from faster car traffic for safety reasons makes sense to me. Does it to you?

先日、英国人の方から、自転車に関する交通規則について質問されました。特に二段階右折の意味が分からないとのこと。近所の交番で聞いてみたら、以下のように言われました。

• 自転車は原則、道路の左側を通行する。
• したがって一定の交差点で右折する際は二段階で右折する。（右折レーンに入らず、交差点をまっすぐ直進し、向こう側の左端で向きを変えてから、正面の信号が青になるのを待って進む。）
• 二段階右折が必要なのは以下の場所である。
• 信号機や警察官による交通整理が行われており、車両通行帯が片側3車線以上ある多通行帯道路の交差点
• 「原動機付自転車の右折方法（二段階）」の標識のある交差点
• 二段階右折の目的は、制限速度の違う自転車と車を分けることにある。
• 自転車と車を分けるのは、その方が安全だからである。

ただ、車と自転車のレーンがそれぞれ設けられていたり、車も自転車も同じように右折できる国もあるとのこと。質問者の人はどちらの国から来たのでしょう。おそらく後者でしょうね。納得してくれるかな。。。
